Orders to bring families from the Canaries failed
To hold Santa Catalina, the King ordered families sent from the Canary Islands; but through various mishaps they failed to arrive. Cabrera was instructed to observe the treaty of 1670, which had yielded Charleston to England; but to repel and even pursue all intruders beyond the line.
