England and Spain wanted to maintain peace
For a decade now England toyed with this idea of a Neutral Ground. Nonchalantly Spain let her toy. The peace of 1748 was only a truce, and both England and France competed for the good will of Spain. England must not offend her unnecessarily by an invasion of disputed territory. The Court of Madrid was also in a conciliatory mood.
