GA and FL both built up defenses despite orders for harmony
But old animosities could not be entirely forgotten in a minute. Georgia settlers felt uneasy and called for a garrison on the Altamaha (1751). Disturbing reports were heard of new fortifications at San Agustin and San Marcos; Spain's minister Ensenada showed a French leaning. Hostile orders were sent to the Spanish governors; and Spanish agents showed suspicious activity among the Lower Creeks. Bedford complained.
