Dubois' original instructions to Moulevrier had insisted upon the retention of Pensacola, to keep out other maritime powers who might interrupt the commerce of Louisiana, and to check Carolinian encroachments. In addition he was instructed to secure inclusive boundaries for Louisiana on the Gulf: on the west, the Rio Grande, or at any rate Baie St. Louis, on the east, Tampa Bay, or at least 'la riviere des Apalache.' But Philip insisted upon the status quo ante bellum on the Gulf, and Dubois' program of expansion was perforce abandoned.
