Backgrounds of the Governors, 1700-1763 Without exception the 18th century governors were military men whose training and experience suited the military character of the colony. In Florida there was little need for the legal acumen of the Spanish barrister, the canonical judgments of the high clergyman, or the pompous magnificence of the Spanish nobleman. The king had other posts reserved for men of this stamp. In Saint Augustine military background and experience were the prime requisites. All 18th century governors met this requirement. Joseph de Zuniga y Cerda (1699-1706) had a distinguished military career in both Europe and Africa during his 28 years of army service prior to taking the governorship. (Tepaske GSF)
