Charles II ruled that the treasurer and accountant had to certify friars before paying them
Under a new order Charles II ruled that only those friars certified by the treasurer and accountant as bona fide missionaries or as conventual officials would receive the 158 pesos. All others would get no stipend. [Note 88: king to interim viceroy 1/29/1702]
