Zuniga convinced a French naval officer to attack Charlestonedit

Still, Corcoles agreed to support a plan for offensive war fashioned by his predecessor. In August, 1704, Governor Zuniga had conferred with a French naval officer, Francois Tristan, on the possibility of an attack on Charleston. Together they agreed that Tristan would proceed to Cuba, obtain arms, men, and shops, and return to Florida to solicit aid from Zuniga before moving on Charleston.
