Philip V ordered an expedition against Carolina
In August Philip V himself stepped in when he issued a general cedula calling for the formation of an expeditionary force in Cuba and New Spain to be used against Carolina. [Note 50: Cedula 8/27/1709] He did not specify, however, just how his order should be carried out, and nothing came of it. In Cuba the governor ignored the cedula. In Mexico City the viceroy claimed that his treasury gave him no recourse but to request arms, men, and money for the French in Martinique, which he was reluctant to do. [Note 51: viceroy to king 8/25/1709] Corcoles, of course, could do little without outside help.
