Gov. Benavides complained of expensive supplies and shipping the situadoedit

If prices had been exorbitant in Mexico City, they were just as high or higher in Puebla. Governor Benavides complained in 1720 that the price of food in Puebla and of conducting the situado to Florida were too expensive, suggesting again that the new system had failed to relieve the old abuses.
