Governor Moral was equally critical of the administration of the situado system. He went so far as to accuse the Bishop of Puebla of peculation, charging the prelate with deliberately buying supplies of low quality at a low price and charging the Florida account twice as much as their real value. Prices, claimed Moral, were 50% to 80% higher for Floridians than for Pueblans. Six bushels of wheat, for example, cost eight pesos in New Spain; his situadista paid twelve pesos or more.
