Buenaventura mostly agreed with Montiano's suggestionsedit

Suggestions for reform also came from Auxiliary Bishop Buenaventura. He agreed to all but one of the governor’s proposals and added some of his own. The bishop proposed that the governor distribute the annual quote of money and supplies allocated to the Franciscans from the Florida subsidy. In the past this power had rested with officials of the order, who administered the grant with only token civil control. Since chapter leaders tended to favor the Creoles, supplies and money had gone to Creole friars to the detriment of the Spanish faction. The governor, asserted Buenaventura, would be more dispassionate and distribute the subsidy impartially without prejudice to either faction. [Note 116: In 1737 the king had ordered the two treasury officials in Florida to supervise the annual stipends awarded to the regular clergy in Saint Augustine. Buenaventura, however, was unaware of the king’s action when he made his suggestion.] Buenaventura also suggested that a high Franciscan dignitary from New Spain visit Florida once every three years. A Franciscan himself, Buenaventura was no included to accept Montiano’s view concerning the replacement of the Franciscans by the Jesuits; he ignored this proposal.
