Anonymous residents filed complaints on Montiano's judicial power
Not all complaints came from the governor. In 1741 Philip V received an anonymous letter from a few dissatisfied residents of Saint Augustine requesting two magistrates to administer justice in Florida. These malcontents believed Governor Montiano held too much arbitrary judicial power. Two new magistrates, trained in the law, they stated, could judge more fairly. If this was not feasible, stated the residents, Florida needed at least some sort of trained legal official to curb Montiano’s wide judicial powers. [Note: los vecinos de la Florida al rey 9/15/1741]
