Gov Heredia had an impressive military background
Another hard-bitten soldier, Alonso Fernandez de Heredia, was governor between 1755 and 1759. He had served against the English and Indians in Nicaragua, Honduras, Guatemala, Costa Rica, and Jamaica until he had attained the rank of brigadier. Fernandez earnestly believed that his wide experience in the Indies qualified him for a seat on the Council of the Indies, and he spent much of his time in the governorship futily attempting to secure such an appointment.
