When there was disagreement among the officials as to which of them was to manage the slaves, they were informed that the governor should do it, while they kept track of expenses. Their complaints that the governor used the slaves for personal purposes were ignored. When the slaves were not needed on the fortifications they were hired out and their earnings paid for their rations.
