Juan Menendez Marquez said the governor did nothing but give gifts to Indians
Veteran Indian fighters were not altogether pleased with the new arrangement [of pacification with gifts]. Treasurer Juan Menendez Marquez I grumbled that "no governor [had] made any other conquest, discovery, or entrada in person" since the days of his cousin Pedro Menendez Marquez, "nor done anything other than go about attracting Indians with presents" at His Majesty's expense (Menendez Marquez, 1608).
