The Council of Trent, sitting from 1545 to 1563, revoked this privilege, giving the bishops authority over the doctrinas, including the right to collect a general Indian tithe. The missionary orders raised such an outcry that parts of the decrees were withdrawn. In the Southwest, as long as a native town retained the status of doctrina-which was as long as it retained a Crown-supported doctrinero-the natives continued to be tax exempt. (Bushnell SS)
