Then Spain proposed that the governors of Carolina and Florida be commissioned to fix the boundary in accord with the treaty of 1670. England agreed, and Spain appointed commissioners. In March, 1725, Menendez Marques and Joseph Primo de Rivera arrived at Charleston. Dressed in their best they presented their instructions. Surprised enough they were to be told by President Middleton that he had no orders in the matter. For two more years the English flag waved over the Altamaha; then Fort King George was abandoned, but not because of the Spanish protest.1
