In October the Spanish ministry had decided to launch an expedition to drive the English out of Georgia, and make good Spain's claims as far as Port Royal.1 They would regain by war what had been lost by pacifism and the deceptive Convention of El Pardo. Now was the opportune moment. Vernon's failure at Santiago released Torres somewhat from his arduous watch at Havana.
