The 6000-peso supplement to the fortification fund failed to arrive until Quiroga was nearing the end of his term in 1693. His successor, Cuban-born Governor Laureano de Torres y Ayala, during whose term the Castillo was finally completed at a total cost of 138,375 pesos, took the 6000 pesos and applied them toward his project of constructing a seawall for St. Augustine. How the Guales felt about this misdirection of funds, once again privileging the Spanish center above the Indian peripheries, or whether they ever found out about it, is unknown. (Bushnell SS)
