Against this background [SC believing VA conspired to steal Indian trade] the failure of cooperation by the two provinces [SC and VA] was inevitable. The Board of Trade had it in mind when in 1720 the first royal governor of South Carolina was directed to consult with the governor of Virginia and agree upon a common Indian policy.49 [Note 49 See below]
