It was never clear how many able-bodied soldiers were actually serving in Florida. Widows and orphans of those who died in Florida and crippled or aged veterans were carried on the military rolls and were often included in the estimates of the effective fighting force available in Saint Augustine. This practice was especially odious to Zuniga, who insisted that a 500-man garrison was absolutely essential because of widows, orphans, old men, and cripples carried on the military rolls.
