In addition, the viceroy of New Spain had failed to provide Corcoles with the money, men, and supplies he needed to carry out his military plans. Without help from the viceroy, Corcoles could neither wage an offensive war nor strengthen his defenses against enemy encroachments. [Note 43: gov to king 2/28/1707] In desperation the governor sent Francisco de Florencia as his personal emissary to Mexico City to plead for help, but Florencia’s entreaties failed to move the viceroy. [Note 44: gov to king 11/12/1707] Even the remonstrances of the Council of the Indies could not force the viceroy to render military aid to Florida. In New Spain he claimed that fortifications at Charleston were invulnerable and that the large number of English warships infesting the Caribbean Sea and the Bahama Channel would make it impossible to take Carolina.
