New Problems, 1718-1726 The Spaniards in Florida needed a fort in Apalache. Without it the governor could not hope to keep the Lower Creeks faithful allies. In 1717 Ayala had requested funds to rebuild the fort, [Note 29: Interim gov to king 4/21/1717] but the interim governor had lived in Florida long enough to realize that he could not count on quick action on such requests.
