In 1724 the governor [Benavides] requested that the Bishop of Puebla send the entire subsidy to Saint Augustine by land. This step, he asserted, would eliminate the delays caused by a shortage of ships in Vera Cruz and cut the costs of delivering the annual grant. The governor envisaged a chain of Spanish presides on the Gulf Coast, stretching from Vera Cruz to Apalache, that would protect Spanish caravans moving between Florida and New Spain. These proposed outposts would also reinforce Spanish pretensions on the Gulf of Mexico and keep it a Spanish lake. [Note: Consejo 1724] (Tepaske GSF)
