In 1577 the Crown gave governor-elect Pedro Menendez Marquez permission to reserve a portion of the Florida situado for administrative costs: 2600 ducats to pay in cash one half of his and the three treasury officials' salaries, leaving them to collect the other halves from the "fruits of the land." Inasmuch as royal revenues were minimal, Menendez Marquez soon got the Crown to authorize an increase of 1000 ducats in the salary fund so that he, at least, could draw his entire salary in cash.
