In 1750 Governor Melchor de Navarrete complained that many criminals filled his jail but that he could not bring them to trial without the help of a legal adviser to draw up a formal case. His answer to this problem was to train his sergeant major, his company captains, and other military officers by holding formal classes in law at Saint Augustine. Once the course was completed, its graduates could serve as magistrates, prosecutors, defenders, and auditors and insure justice to the accused, but again nothing came of this scheme.
