A few decades later Governor Navarrete sentenced three Negroes to three years at hard labor for petty thievery. [Note: interim gov to king 6/16/1753] AN99 The details in these three cases are not clear, but it seems apparent that the severity of the sentence depended almost completely upon the governor’s whims.
