In 1759 the bishop of Cuba complained about the same problem but on different grounds. He too deplored the lack of qualified lawyers but believed that it led to moral laxity and looseness in Saint Augustine. The governor simply left many crimes unpunished. Under the restricting arm of the magistrates of a town council or the sharp eyes of an auditor, he could properly punish all offenders and administer justice more efficiently.
