In 1609 the African leader Yanga presented the viceroy of New Spain with the terms under which he and his maroons would cease their guerrilla war in the mountains between the capital and Vera Cruz. They wanted the status of a free town with Yanga as their governor, a cabildo, no Spaniards except on market days, no missionaries other than Franciscan friars, and ornaments for their church from the Crown. The viceroy accepted these conditions and the town of San Lorenzo de los Negros was duly founded. (Bushnell SS)
