All of this activity [salvaging the 1622 shipwreck] drew the attention of the Florida coastguard to the southern Gulf coast. From there it was a short step to the preemptive occupation of fertile Apalache and the opening of trade between the western provinces and the burgeoning port city of Havana, which between 1580 and 1630 had the highest index of urban growth in Spanish America (Salinas, 1623). By 1633, Governor Luis de Horruytiner reported to the Crown, preparing his superiors for news of a new province, that the Apalaches were building churches and convents for the friars (Horruytiner, 1633).
