Procuring enough seasoned men was only a part of the governor’s military problems. The state of colonial defenses and the condition of war supplies were also his responsibility. Finally completed in 1687, Fort San Marcos was not as yet prepared to withstand a long siege. According to the Governor, the stone structure had no adequate moat, counterscarps, or bunkers on its land side to the north and west. Of the 36 cannon mounted atop the fort, only 18 were serviceable. Cannonballs were scarce, and the meager supply of powder available was hardly usable because of the excessive humidity and poor construction of the powderhouse at Fort San Marcos. It was reported also that Zuniga’s artillerymen were unable to hit a large house at ten paces, and without proper training the governor held out little hope that their aim would improve AN269.
